"Mental health is health" is the Minnesota Department of Human Services' theme for May's Mental Health Month. That slogan reminds Minnesotans that not only are mental illnesses common and treatable, but access to mental and chemical health care is an essential part of everyone's health.
Each year, one in five Minnesotans experience mental illness, and one in 25 people live with a serious mental illness such as schizophrenia or bipolar disorder. Fortunately, there are more treatments, services and community support than ever before, and, as a result, many people with mental illness can and do recover.
"It is critical that people with mental illness get the care they need," says Minnesota Human Services Commissioner Emily Piper. "It's no different than any other health condition. Just like treatment for cancer, people with mental illness need the right specialized medical care."
In order to increase access for all Minnesotans to receive the right care at the right time, building a continuum of care has been a focus for the state for several years. People need to receive the most appropriate mental health care in their own communities. Referral to more intensive care and treatment other than what is required comes as a great expense to patients and providers as individuals then must travel great distance from their homes and families. While progress has been made, most areas of the state still do not have the range of services to meet the need of Minnesotans requiring mental health care.
Gov. Mark Dayton has proposed reforms to streamline access to substance use disorder treatment, ensure more than 700 children's residential mental treatment beds remain available, and support counties' efforts to expand community-based mental health services. The governor's budget also calls new funding to improve safety and quality at state-operated mental health facilities that serve as a safety-net for vulnerable Minnesotans who are not served by other providers.
A recent study by Minnesota Management and Budget found that offering mental health services to the most vulnerable Minnesotans provides real cost savings to the taxpayer and to the state's economy in reduced emergency room visits and hospitalizations, job loss, involvement in the criminal justice system and premature death. As part of Mental Health Month, DHS created a web page (mn.gov/dhs/mental-health) offering information about mental health and how we can provide the right care for all Minnesotans.
May is Mental Health Month: "Into Mental Health: Inspired, Informed, Involved" - This is NAMI (national)'s biggest awareness event of the year. This May offers exciting opportunities to spread awareness, fight stigma and come together to provide support and strength to the millions of Americans and their families affected by mental illness. We’re asking everyone to join with us to say, "I'm in to mental health!" As a NAMI leader, you play a significant role in growing the movement. We’re gearing up for this to be the biggest Mental Health Month yet, and you can help as we prepare to inspire, inform and involve people in the mental health movement! Are you in? Working together to address mental health issues - This spring our community lost a student - a vibrant & kind young man who made a devastating choice to end his life. Tragically, he wasn’t the first young person we have lost in this manner. Statistics tell us he won’t be the last. Death by suicide is something that occurs in all communities. It doesn’t discriminate. Many of our students & families have been impacted by suicide in some way. It is a harsh reality, & it is something we cannot choose to ignore. School district leaders have been approached by dozens of community partners - from mental health professionals & doctors to police officers, pastors & parents. They’ve all had a common question ... “What can we do?” The outpouring of support has been incredible. But even more incredible are the resources being offered up & the ideas being generated. There is a very real & urgent desire to join forces & develop an initiative to drive change in our community.Leaders from Stillwater Area Public Schools & Washington County are inviting mental health professionals, teachers, coaches, youth leaders, parents, & all other interested community members to come together to engage in discussion & planning for a community-wide effort to address mental health issues in our area. Participants in the conversation will be asked to help identify the mental health resources available to students & families, as well as identify gaps that exist within our community. Feedback gathered during this conversation will be used to help community leaders develop a plan to provide training, resources & support to all who work with our youth, & give people the resources to identify & address issues before it is too late.
Please join us for a Community Conversation related to our students’ mental health needs. Please RSVP to proulxb@stillwaterschools.org (link sends e-mail) by June 19 to reserve your spot in the conversation.

September is National Suicide Prevention Awareness Month - Suicidal thoughts, much like mental illnesses, can affect anyone regardless of age, gender or background. In fact, suicide is often the result of an untreated mental illness. Suicidal thoughts, although common, should not be considered normal & often indicate more serious issues. Each year, more than 41,000 individuals die by suicide, leaving behind their friends & family members to navigate the loss. In many cases, friends & families affected by a suicide loss (often called "suicide loss survivors") are left in the dark. Too often the feelings of shame & stigma prevent them from talking openly.
September is a time to share resources and stories in an effort to shed light on this highly taboo and stigmatized topic. We use this month to reach out to those affected by suicide, raise awareness and connect individuals with suicidal ideation to treatment services. It is also important to ensure that individuals, friends and families have access to the resources they need to discuss suicide prevention. NAMI is here to help.

Community Conversation on Mental Health - For those who have attended our two previous meetings, you know that we've learned a lot about what the school district is doing to support the emotional health of our students. You've also weighed in with your feedback about what is working in our community and what gaps exist. This is when the rubber hits the road! Now it's time to come together as a community to start developing plans to reduce mental health stigma and provide training, resources and support to our students and families facing mental health crisis. At this meeting, we'll be dividing into small groups to start brainstorming ideas of how we can better meet the needs of our students, families and community. Come with your ideas and be ready to roll up your sleeves and get to work! We look forward to seeing you all on Monday evening. For more background on our two previous community conversations, visit our website at stillwaterschools.org/wecare. Thank you for your continued support!

Give to the Max Day (GTMD) - Join 250,000 Minnesotans for the most generous day of the year and make a gift to NAMI Minnesota. Last year on GTMD, 142 donors gave over $15,000! This year, help NAMI Minnesota move! All GTMD donations will be designated for our Capital Campaign in order to move to a larger office space fully accessible by transit, update our technology and reach out to more people living with mental illnesses and their families. A generous anonymous donor has agreed to match all GTMD donations to NAMI Minnesota on a 1:1 basis up to $15,000, so every dollar you give goes twice as far! Donors making a gift of $1,000 or more will be honored with an engraved leaf on our Tree of Hope for our new office.
You can go to NAMI Minnesota's GiveMN page and make your GTMD gift right now using that link.
Please reach out to your friends and family and let them know about the great work that you’re doing, and ask them to remember NAMI Minnesota as they make their charitable donations.

Open enrollment for MNsure November 1, 2017 - January 14, 2018 - If you will be getting your health insurance on the individual market it's time to start considering your options. You can research and compare health plans before open enrollment using MNsure's online comparison tool. This is a very helpful resource that identifies premiums, deductibles, any tax credits you are eligible for, and even provides an estimate for out-of-pocket costs based on your health profile. There are also new features for this year starting October 31, including a drug formulary look-up to see which plans cover your prescription medications. We strongly encourage everyone who will be getting their health insurance through MNsure to take advantage of the comparison tool. Once you've researched your options for open enrollment, here are some tips to make sure you're ready to go:
- Be sure and confirm that you know your username and password
- Update your account information with any change in address, income or family size
- Schedule an appointment with a MNsure assister to help you navigate the open enrollment process
Early reports from Minnesota are that wait times are low, but we strongly encourage all NAMI members who get coverage on the individual market through MNsure to compare plans and then enroll as soon as possible. If you're having challenges, or aren't sure what plan is right for you, then you can get help from a MNsure navigator or attend an enrollment event. MNsure is also an excellent tool if you need health insurance coverage, but aren't sure if you qualify for Medical Assistance. All you have to do is enter your information and MNsure will determine if you are eligible for any public programs. If you're ready to sign up or renew your coverage on the individual marketplace, then all you have to do is click here! Open enrollment runs from November 1st all the way to January 14th, but don't wait too long!

In this series, we are exploring 3 distinct elements of engagement. This 1st webinar looks at therapeutic alliance & its impact on engagement & outcomes. The 2nd webinar on May 2 considers how Wellness Recovery Action Plan (WRAP) tools for crisis & pre-crisis planning can promote engagement & positive relationships between individuals & service providers. The final webinar on May 23 will discuss social media & other technology as emerging tools for outreach & engagement in behavioral healthcare.
Engagement in treatment & services has often been seen as a success of the clinician or a failure of the person being served. As we have learned more about seeking recovery, we know that engagement is a joining together of the person, the provider, & frequently, other important people in the person's life - with everyone contributing to & responsible for engagement & alliance.

Alternative and less restrictive options should always be considered when thinking about guardianship. Attend this Guardianship Workshop to learn more about guardianship, the options, and the process. We will discuss the following: How do we know if this is the right decision? What alternatives to guardianship can I use? What steps do we need to take? What are the rights of a person who is under guardianship? Building Community Resilience (BCR) Policy & Advocacy Guide webinar - See (go.gwu.edu/bcrpolicyguide). As we did with our BCR Coalition Building & Communications Guide (go.gwu.edu/bcrcommsguide), we are again sharing our learnings to enable communities around the country to join us in taking up the work to build community resilience. That’s why we created the BCR Policy & Advocacy Guide (go.gwu.edu/bcrpolicyguide), which focuses on engaging policymakers in city, county, state & federal legislative offices. We hope you’ll join us for a webinar launching this latest BCR tool for change. Register here.
At the BCR collaborative (go.gwu.edu/bcr) we are working to improve the health and well-being of children, families and communities across the country. We do this by working to align systems to address the “Pair of ACEs” (go.gwu.edu/pairofaces) — Adverse Childhood Experiences in the context of adverse community environments. Essential to our work is making targeted shifts in program, practice and policy arenas. Among our five regional BCR teams across the country, they are working, for example, to co-locate supportive social service programs where children and families are, shifting practice by implementing trauma-informed approaches in classrooms and pediatric offices, and engaging elected officials and advocating for policy change. Understanding the policy landscape and thinking strategically about how, when and where to engage in policy debates can be confusing and intimidating. With the BCR Policy and Advocacy Guide and webinar, we aim to de-mystify the policy and advocacy process by providing our communities with tools and tips they can use to develop and implement a policy strategy.
We hope you join us & share this invitation with practitioners, community members & advocates who are working to build a trauma-informed and #ResilientNation!

One Garden at a Time: Creating Healthy Environments & Community - The Urban Farm & Garden Alliance is a collaboration of eight community gardens and backyard box gardeners in the Rondo/ Frogtown Neighborhoods of St. Paul. In 2017, through a small grant from Ramsey County Public Health, the St. Paul coalition launched a pilot program, Grow Rx, in partnership with Open Cities, a local clinic. Through Grow Rx, health care providers prescribe gardening to support their patient’s mental and physical health. Individuals and families with a Garden Prescription get resources to begin their gardening and healing experience- including seeds, plants, tools, and direct connections to others in the neighborhood gardening community. The Urban Farm & Garden Alliance and Grow Rx is designed to build and support community, healthy food production, green space, neighborhood safety, social connectedness, outdoor play for children, physical activity, cultural and recreational events, and mental health and well-being. Access to green space has been linked to reduced rates of mortality, depression, anxiety, PTSD and other chronic disease. Research with children and youth highlight that access to nature and green space is a natural buffer for adversity and stress, it improves attention, concentration, well-being and resiliency. http://urbanfarmandgardenalliance.org/about-2/

Minnesota opens new savings plan for people with disabilities - Minnesotans with disabilities and their families can save for goods and services to improve their lives under the new Minnesota ABLE (Achieving a Better Life Experience) Plan, which opened this month. The plan allows a maximum of $14,000 a year, to a total maximum of $100,000, to be contributed to an account for an individual before the individual's public benefits are affected. Participants can choose to put their money into what operates as a regular checking account or into one of six investment options. The Minnesota ABLE Plan has several features: ABLE accounts are not limited to people with disabilities on public programs. The accounts are exempt from eligibility consideration if people are on Medical Assistance, Supplemental Security Income or other public programs. Currently, people with disabilities may lose eligibility for public benefits once they reach $2,000 in savings. Earnings on accounts and distributions for qualified expenses are not counted as taxable income. Minnesota ABLE Plan accounts can be opened online at mn.savewithable.com. Parents of eligible minor children may open an account for their child. Any person can contribute to an ABLE account. Contributions can be made by check, through an employer's payroll direct deposit, or directly from another checking or savings account. "The Minnesota ABLE Plan helps people with disabilities, including those who want to work and build earnings, and families who want to contribute funds that can be used to maintain health, independence and quality of life," said Human Services Commissioner Emily Piper. "People will now be able to save for education, housing, assistive technology and a variety of other things that are not included in public benefits." Ascensus College Savings is the firm that will administer the Minnesota ABLE Plan. People who are interested in the Minnesota ABLE Plan may visit mn.savewithable.com or call 888-609-8872.
